That works on my forum, you may need to clear the browsers cache to get that to work correctly. Same thing if you are using proxy/CDN like Cloudflare but you would clear the cache there first.
If it's still not working under attachment settings try setting
I haven't used it a while but that only helps with the thumbnails when you are not resizing the full images so it's limited case anyway. If it no longer works it probably needs updating as opposed to something phpBB changed. That requires Imagick be installed AND the Imagick extension for PHP. You can go into phpBB's ACP and then the system tab, click the PHP information link. Make sure Imagick is listed, otherwise it will never work.
