That's something you can easily figure out once you know exactly what can see forum does (and can read)

You'll have to play a bit with group-forum and user-forum permissions

What does can see topics exactly do?

It does exactly what it says: it affects being able to see the topics (note that it's a forum/group-user permission so it applies only to the selected forum).
So if you user-forum permission is set to NO, that can be overridden by the group-forum set to YES, or the other way round: Group forum permission set to NO can be overridden by the user-forum permission set to YES
