It is complex. To provide what you can do with BBCode in a WYSIWYG editor and to limit the new editor to all allowed BBCodes including extensions is not a simple task. Because of the history of phpBB you must provide both, BBCode and WYSIWYG and let the admins or users choose what they prefer.
For example when you want to edit a quote or code block, you have to render it with Javascript compatible with the BBCode backend and have to make only some areas editable. I didn't tested the existing WYSIWYG editor but I don't think it has this ability.
The drag&drop is nice but still complicated. Copy&paste would be nicer.
