phpBB introduced the Newly Registered User Group a while back which limits features for newly registered users. Setting for this are found under User Registration settings. You can set the post limit to 0 to fully disable it.
If you want to keep it enabled but fine tune it you can adjust the global and forum permissions for Newly registered group.
