[3.3.x] Support Forum • Fresh install with existing database

I'm looking to do a fresh install of phpBB but point it towards an existing database.
Every topic on the subject has the following instructions:

1. unzip phpbb to directory
2. run install/database_update.php
3. delete the installation folder
4. replace the config file with the other one
   
   However, I can't access install/database_update.php.
   When in the setup do I stop and delete the installation folder?
